- Develops and designs improvements to existing battery of recruitment and placement tools, methodologies, processes and procedures based on emerging technologies
- Sets guidelines for approval of training calendar for specific levels in the organization and other stakeholders

Ability to understand and demonstrate knowledge of business strategy and human resource (HR) concepts, principles, and practices to effectively align the needs of ECC and its workforce and to design strategies that support leadership in planning for and obtaining the necessary resources to carry out its mission.

Ability to understand and demonstrate knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements in accordance with Civil Service Code or RA 6713.
- Develops and delivers briefings, legal documents, project papers, advisory options and arguments through oral and written communication
- Develops and provides regulatory advice and assistance on workforce relations matters such as work schedules, attendance, performance management, pay and benefits, etc. in accordance with Civil Service Code or RA 6713 and its Implementing Rules and Regulations
VII. EQUIPMENT, MATERIAL AND SUPPLY MANAGEMENT (Expert)
Ability to advise, review and coordinate the acquisition, loan, transfer and disposal of accountable property items per RA 9184 regulations and ECC property policies and procedures, and the ECC acquisition and property management processes.
- Reviews annual Procurement reports and direct changes to policies and procedure to reduce risk of property loss
- Oversees the implementation of plans, policies and procedures in managing equipment, materials and supplies of ECC
VIII. PROCUREMENT, PLANNING AND MANAGEMENT (Expert)
Ability to manage the process of acquiring goods and services necessary for the performance of the Commission’s mandate and goals complying with the requirements of RA 9184.
- Approves the APP and ensures its consistency vis-à-vis the approved yearly budget of the Commission
- Approves requests for procurement of supplies/equipment/services of different departments
- Plans and implements cost-cutting, internal control and austerity measures following the general principles and standards of procurement management and the provisions of RA 9184
- Processes service requests of different departments, with due consideration on importance/priorities based on set guidelines
- Promotes transparency and efficiency in the conduct of procurement procedures by streamlining policies and processes
IX. RECORDS MANAGEMENT (Expert)
Ability to establish a system of procedures in recording and safekeeping of documented information for ease of storage and retrieval.
- Develops and contributes to procedures, standards, practices for the identification, description, classification, organization, storage, protection, retention and disposition of records
X. GOVERNMENT AND DEPARTMENTAL POLICIES AND PROCEDURES (Expert)
Ability to understand and apply knowledge of government and departmental statutes, regulations, policies, and procedures.
- Provides advice and guidance concerning statutes, regulations, policies and procedures
- Ensures compliance of ECC to other government and departmental policies and procedures
XI. FACILITY AND BUILDING MAINTENANCE (Expert)
Ability to assess and coordinate the acquisition, use, and maintenance of facilities and building based on organizational goals, budget realities, and ECC guidance and requirements.
- Overall supervision in acquiring, using, and maintaining facility and building ensuring proper, prudent, efficient, and safe utilization of ECC property
- Initiates systems, policies, procedures on facility, equipment, and building maintenance based on organizational goals and objectives
XI. OCCUPATIONAL SAFETY AND HEALTH (Expert)
Ability to apply knowledge in Occupational Safety and Health Standards under Article 162 of the Labor Code of the Philippines with the objective of protecting every worker against the dangers of work hazards, i.e., injury, sickness or death, through safe and healthful working condition.
- Institutionalizes Occupational Safety and Health policies, objectives, and initiatives in accordance with Article 162 of the Labor Code
- Evaluates recommendations and acts on resolutions/adjudications as appropriate
XII. PROJECT/PROGRAM PLANNING AND MANAGEMENT (Expert)
Ability to plan, implement, monitor and evaluate projects/programs in order to achieve the set objectives within budget, time and quality limits. Ability to manage human, financial, information technology and material resources.
- Adapts quickly to changing situations and modifies project plans when necessary
- Can readily and accurately identify staff capabilities/availability in allocating resources for proposed assignment
- Tracks critical steps in projects to ensure completion within timeframe
- Identifies the skills of team members and analyzes the gaps in skills required to complete the tasks
