REQUIRED TECHNICAL COMPETENCIES:

MEDIA AND PUBLIC RELATIONS (Expert)

Ability to promote ECC to various public and media outlets through various means of communication.

  1. Assigns competent ECC representatives for major media and public relation activities
  2. Evaluates the benefits and drawbacks of various forms of media
  3. Institutionalizes systems and procedures necessary for the smooth operation of media and public relations functions
  4. Institutionalizes mechanisms to monitor public relations and promotion performance

PRESENTING AND SPEAKING SKILLS (Expert)

Ability to deliver presentation/speaking engagement to varied audiences in public or within the organization by effectively communicating topic contents, concepts, knowledge, and information through verbal communication.

  1. Fosters and influences development of presentation and verbal communication skills among staff whose roles require to facilitate training to live audience and/or speak in public for seminars or forums

MESSAGE DEVELOPMENT AND DELIVERY (Expert)

Ability to strategically develop messages for various audiences and effectively deliver them by evaluating the most appropriate media channel/s for the particular needs of its target audience.

  1. Writes a variety of communications e.g. news releases, feature articles, pamphlets, fact sheets and Q & As
  2. Selects written articles (e.g. news, updates, web contents) from various sources/ contributors, decides what articles/news stories to publish, and schedules its release/publication to ensure that complete and relevant information about the Commission reach its target audience/readers at the appropriate time
  3. Applies knowledge of computer-based information systems, internet applications and technologies to plan, design, and evaluate ECC websites and pages
  4. Establishes, maintains, and evaluates editorial guidelines for all ECC publications and write-ups to ensure consistency in style and substance.

JOURNALISTIC WRITING (Expert)

Ability to effectively gather news, conduct interactive interviews, write news/stories, and disseminate important news, information and updates to enhance the public image of ECC.

  1. Selects written articles (e.g. news, updates, web contents) from various sources/ contributors, decides what articles/news stories to publish, and schedules its release/publication to ensure that complete and relevant information about the Commission reach its target audience/readers at the appropriate time
  2. Uses information on audience behavior in evaluating and selecting news/stories that will attract and immediately capture their interest to read ECC news and updates
  3. Establishes, maintains, and evaluates editorial guidelines for all ECC publications and write-ups to ensure consistency in style and substance

REQUIRED TECHNICAL COMPETENCIES:

CASH MANAGEMENT (Expert)

Ability to handle financial transactions involving receiving payments and deposits, disbursing funds (petty cash, salaries, etc.), safekeeping of cash and other negotiable instruments, and maintaining financial records

  1. Formulates strategies and policies on cash management system to include but not limited to reporting, collection and payment.

COMPUTER LITERACY (Expert)

Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

  1. Demonstrates a basic understanding of software specifications and/or design techniques and, with this knowledge, can create a simple project or web pages
  2. Undertakes routine analysis and works with designers and analysts to clarify and improve specifications or to identify alternative programming solutions

RECORDS MANAGEMENT (Expert)

Ability to establish a system of procedures in recording and safekeeping of documented information for ease of storage and retrieval.

  1. Develops and contributes to procedures, standards, practices for the identification, description, classification, organization, storage, protection, retention and disposition of records.

REQUIRED TECHNICAL COMPETENCIES:

ACCOUNTING PROFICIENCY (Intermediate)

Ability to demonstrate a proficient level of professional skill and/or knowledge in accounting and keep current with general (government) accounting trends, practices, taxation laws, rules and regulations.

  1. Adopts government accounting policies, budgeting, COA regulations, procedures, processes, and general laws in the provision of accounting services in the Commission
  2. Summarizes data on various aspects of accounting to form bases for management decision
  3. Verifies and validates compliance with accounting principles, interpretation of COA rules, updated circular of DBM, COA and other relevant government issuance
  4. Adopts and adheres to accounting principles, outstanding policies, procedures, processes, laws and regulations in the performance of work related to the maintenance of subsidiary ledgers, reconciliation of accounts, preparation of schedules of various accounts for the financial statements

COMPUTER LITERACY (Intermediate)

Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

  1. Creates and uses new templates, forms, and style sheets to make documents
  2. Designs slide presentations with enhanced features using essential MS Office functions such as adding text, images and charts, creating animations and effect transitions
  3. Writes e-mail messages in accordance with established business standards (e.g. grammar, word usage, spelling, sentence structure, clarity)
  4. Navigates within a web site and/or uses search engine (e.g. Google, Google maps) to find information

RECORDS MANAGEMENT (Intermediate)

Ability to establish a system of procedures in recording and safekeeping of documented information for ease of storage and retrieval.

  1. Adapts records management standards, including government policies on period of retention and best practices, effectively in the institutional context
  2. Applies range of records management tools and techniques.
