REQUIRED TECHNICAL COMPETENCIES:

PRESENTING AND SPEAKING SKILLS (Advance)

            Ability to deliver presentation/speaking engagement to varied audiences in public or within the organization by effectively communicating topic contents, concepts, knowledge, and information through verbal communication.

  1. Uses effective and persuading communication style when relating to the audience
  2. Knows the audience expectation and tailor-fit program content according to their needs, desires, knowledge level and attitude towards the topic

MESSAGE DEVELOPMENT AND DELIVERY (Advance)

            Ability to strategically develop messages for various audiences and effectively deliver them by evaluating the most appropriate media channel/s for the particular needs of its target audience.

  1. Refines communications plans based on the results of audience research and institute priorities
  2. Prepares communications materials tailored to audiences having different levels of education, interest and point of views
  3. Applies knowledge of computer-based information systems, internet applications and technologies to plan, design, and evaluate ECC websites and page

JOURNALISTIC WRITING (Advance)

            Ability to effectively gather news, conduct interactive interviews, write news/stories, and disseminate important news, information and updates to enhance the public image of ECC.

  1. Leverages technologies to create compelling pages that attract ECC’s webpage visitors
  2. Continuously seeks out ways to be resourceful and creative in writing to attract and immediately capture the target readers’ interests to read ECC news and updates
  3. Knows and understands audience development such as managing online communities (e.g., LinkedIn, Facebook, Twitter, etc.), interpreting data on audience behavior, crowd sourcing for information, and interfacing with the audience

TRAINING PROGRAM ADMINISTRATION (Advance)

            Ability to promote individual and organizational development through planning, designing, and managing employee development and training programs/services.

  1. Identifies and deploys program delivery strategies and methodologies
  2. Disseminate program information

REQUIRED TECHNICAL COMPETENCIES:

PROCUREMENT, PLANNING AND MANAGEMENT (Advance)

            Ability to manage the process of acquiring goods and services necessary for the performance of the Commission’s mandate and goals complying with the requirements of RA 9184.

  1. Prepares the Annual Procurement Plan (APP) of ECC based on the Project Procurement Management Plans (PPMPs) or the projected requirements and inputs of different departments
  2. Counterchecks if data and documents are in compliance with the procurement processes and forms
  3. Reviews requests for procurement of supplies/equipment/services and recommends approval of these requests
  4. Recommends enhancements and/or changes in policies, procedures, and processes that support transparency and equal opportunity in the procurement process

EQUIPMENT, MATERIALS AND SUPPLIES MANAGEMENT (Advance)

Ability to advise, review and coordinate the acquisition, loan, transfer and disposal of accountable property items per RA 9184 regulations and ECC property policies and procedures, and the ECC acquisition and property management processes.

  1. Completes or reviews property documents (i.e., requests for property passes, donations, trade-ins, transfers, surplus, etc.) for accountable user information, property identification information and accounting data before submission to the Procurement team
  2. Advises ECC staff on RA 9184 and ECC property policies and procedures in relation to the acquisition of accountable items

COMPUTER LITERACY (Advance)

Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

  1. Uses and creates databases and performs basic database operations such as editing records, creating new database, setting field attributes, using pivot table, etc.
  2. Shows proficiency in using highly specialized and job-specific software
  3. Displays knowledge and understanding of the different stages of software development life cycle

REQUIRED TECHNICAL COMPETENCIES:

COMPUTER LITERACY (Intermediate)

            Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work

  1. Creates and uses new templates, forms, and style sheets to make documents
  2. Design slide presentations with enhanced features using essential MS Office functions such as adding text, images and charts, creating animations and effect transitions
  3. Writes e-mail messages in accordance with established business standards (e.g. grammar, word usage, spelling, sentence structure, clarity)
  4. Navigates within a web site and/or uses search engine (e.g. Google, Google Maps) to find information

MANAGING WORK (Intermediate)

            Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.

  1. Keeps files organized
  2. Effectively allocates own time to complete work
  3. Coordinates own with others’ schedules to avoid conflict

PROVIDING SUPPORT AND SERVICES (Intermediate)

            Ability to provide support and services in order to meet the administrative/ clerical requirements of the office.

  1. Recognizes opportunities to offer suggestions or alternatives to team members and explains the implications, benefits and disadvantages.
  2. Diplomatically negotiates deadlines, in light of needs, available options and resources
