The Pulse Asia  said in its May 21 to June 4, 2011 survey  that the Employees’ Compensation Commission (ECC) ranked  4th   out of the 12 Department of Labor and Employment (DOLE)  attached agencies based on the  Trust Ratings by Awareness of Agencies under DOLE.  The first three agencies of the DOLE as revealed in the said Pulse-Asia survey are the Philippine Overseas Employment Administration, the Overseas Workers Welfare Administration and the Technical Education and Skills Development Authority.

The result was reflected on the Performance Ratings of   Secretary Rosalinda Dimapilis Baldoz on the  awareness of  Agencies under DOLE.  The Pulse Asia Ulat ng Bayan Survey was conducted to gauge the Performance and Trust Ratings of the Top  Five National Government Officials.    The survey fieldwork was conducted using face-to-face interviews nationwide.  It is based on a sample of 1200 representative adults 18 years old and above .  It has a +  3% error margin at the 95% confidence level.

The ECC credits the favorable result of the Pulse Asia –Ulat ng Bayan Survey  on the speedy disposition of EC appealed cases since it  registered  a 100% disposition rate as of October 2011 in  SpeEd4 or  Speedy and Efficient Delivery of Labor Justice,  a reform measure instituted by DOLE  that seeks to facilitate the speedy resolution of cases.  The result is also due to the continuous and enhanced rehabilitation services for ODWs to facilitate their re-integration into the economic mainstream  and to the vigorous  information dissemination on the Employees’ Compensation Program (ECP)  thru multi-media and the  conduct of seminars and trainings  nationwide. Stakeholders were also provided with various IEC materials and personalized assistance was extended to workers or their beneficiaries at the ECC-Public Assistance  Center.

It was revealed in the survey result that the DOLE ranked 4th in a straight ranking of the 13 departments  or cabinet level agencies performance.
