PRESCRIBING THE GUIDELINES ON INCREASING THE CARER’S ALLOWANCE IN THE PRIVATE AND PUBLIC SECTOR AS PROVIDED IN SECTION 4 OF EXECUTIVE ORDER (E.O.) NO. 54 (“INCREASING EMPLOYEE’S COMPENSATION BENEFITS IN THE PRIVATE SECTOR AND CARER’S ALLOWANCE IN THE PUBLIC SECTORâ€)
WHEREAS, on May 8, 2018, President Rodrigo Roa Duterte issued Executive Order (E.O.) No. 54 (“Increasing Employees’ Compensation Benefits in the Private Sector and Carer’s Allowance in the Public Sector”);
WHEREAS, Section 4 of E.O. No. 54 provides as follows:
“Section 4. Care r’s Allowance. The amount of carer’s allowance granted to EC permanent disability pensioners in the public and private sector is hereby increased from P575 to P 1,000 per month.”
WHEREAS, Section 9 of E.O. No. 54 provides that the ECC s hall issue such rules and regulations as may be necessary to implement the said Executive Order;
WHEREAS, Section 12 of E.O. No. 54 further provides that E.O. No. 54 shall take effect immediately upon its publication in a newspaper of general circulation;
WHEREAS, E.O. No. 54 was published on May 19, 2018 (Saturday) in thePhilippine Star;
NOW THEREFORE, ON MOTION DULY MADE AND SECONDED
This Commission RESOLVES as it hereby RESOLVED, that the following guidelines in the implementation of Section 4 of E.O. No. 54 be approved:
I.   Increase in the Amount of Carer’s Allowance in the Public and Private Sectors.Â
The amount of Carer’s Allowance for all EC permanent partial and permanent total disability pensioners in the public and private sectors shall be increased from Five hundred seventy-five pesos (P575.00) to One thousand pesos per month (P 1,000.00)
II.   Effectivity and Application of IncreaseÂ
The increase in the amount of Carer’s Allowance in the public and private sectors in the amount of One thousand pesos (P 1, 000.00) took effect on May 19, 2018 and shall be granted to the following permanent partial and permanent total disability pensioners or EC permanent disability pensioners:
- All current EC permanent disability pensioners as of May 19 , 2018 or the date of effectivity of EO 54;
- All EC permanent disability pensioners whose claims for permanent disability benefits were approved from May 19, 2018 and onwards.
III. Appropriation and Release from the SIF
The SSS and the GSIS are hereby directed to appropriate and release the amount necessary to cover the increase the amount of Carer’s Allowance.
RESOLVED FURTHER, that all previous Rules and Regulations which are inconsistent with this Resolution are hereby repealed or modified accordingly;
RESOLVED FINALLY that copies of this Resolution be duly furnished to the SSS and to the GSIS for compliance and proper guidance.
