PRESCRIBING THE AMOUNT OF STARTER KIT PROVIDED TO PERSONS WITH WORK-RELATED DISABILITIES (PWRDs) AS PART OF THEIR SKILLS/ ENTREPRENEURIAL TRAINING AT AN AMOUNT RANGING FROM PHP 20,000 TO PHP 30,000 PER WORKER
WHEREAS, under Article 177 (d) of Presidential Decree (P.D.) No. 626, as amended, the Commission shall initiate policies and programs toward adequate occupational health and safety and accident prevention in the working environment, rehabilitation and other related programs and activities and to appropriate funds thereof;
WHEREAS the ECC implements the KAGABAY Program for Persons with Work Related Disabilities (PWRDs) which facilitates the provision of skills and entrepreneurial training to help them return to the economic mainstream;
WHEREAS, Section 5 of ECC Board Resolution No. 14-07-19 (Prescribing the Revised Rules on Providing Rehabilitation Services under the Employees Compensation Program), provides that “the PWRD trainee shall be entitled to tuition fees, reimbursement of cost of training materials, and meal and transportation allowance, as applicable, within the amount prescribed by the Commission;
WHEREAS, presently PWRDs who availed of skills and/or entrepreneurial training are provided with starter kits pegged at a maximum of Php10,000 per worker;
WHEREAS it is a concern of the Employees’ Compensation Commission that the value in real terms of the package of benefits the Employees’ Compensation Program offers to covered members must be kept regularly abreast of economic duress, such as inflationary trends in living costs;
WHEREAS, there is now a need to prescribe an allotment for rehabilitation activities of PWRDs, specifically the value of starter kits, in order to ensure the sustainability of their livelihood activities;
NOW THEREFORE, ON MOTION DULY MADE AND SECONDED
This Commission RESOLVES as it hereby RESOLVED, that the starter kit provided as part of the skills and entrepreneurial training of a PWRD shall be at an amount ranging from Php 20,000 to Php 30,000;
RESOLVED FURTHER, that the ECC Secretariat shall prepare the guidelines for the provision of starter kits;
RESOLVED FINALLY, that the amount of the starter kit shall be exclusive of tuition fee and other materials necessary during the skills and entrepreneurial training of the PWRD.
