INCREASING THE TRANSPORTATION AND MEAL ALLOWANCE (TMA) OF PERSONS WITH WORK-RELATED DISABILITIES (PWRDS) IN RELATION TO THEIR AVAILMENT OF THE KAGABAY PROGRAM FROM P250 PER DAY TO P500 PER DAY
WHEREAS, under Article 183 (d) [formerly Article 177 (d)] of Presidential Decree (P.D.) No. 626, as amended, the Commission shall initiate policies and programs toward adequate occupational health and safety and accident prevention in the working environment, rehabilitation and other related programs and activities and to appropriate funds thereof;
WHEREAS the ECC implements the KAGABAY Program for Persons with Work Related Disabilities (PWRDs) which facilitates the provision of medical rehabilitation and skills/entrepreneurial training to help them return to the economic mainstream;
WHEREAS, Section 5 of ECC Board Resolution No. 14-07-19 (Prescribing the Revised Rules on Providing Rehabilitation Services under the Employees Compensation Program), provides that “the PWRD trainee shall be entitled to tuition fees, reimbursement of cost of training materials, and meal and transportation allowance, as applicable, within the amount prescribed by the Commission;
WHEREAS, the Employees Compensation Commission recognizes the impact of rising inflation on the cost of daily living expenses of our PWRDs;
WHEREAS, the Two Hundred Fifty Pesos Php 250 per day transportation and meal allowance of the PWRDs was last adjusted in 2010 through ECC Board Resolution No. 10-10-158 and is no longer responsive to the reasonable needs of the PWRDs;
WHEREAS, pursuant to its mandate, it is the policy of the Commission to continuously upgrade the benefit structure of PWRDs;
WHEREAS, the proposed increase in transportation and meal allowance from Php250 per day to Php500.00 per day will provide a reasonable means to enable the PWRDs to defray their transportation and meal expenses to avail of EC rehabilitation services under the Kagabay Program;
NOW THEREFORE, ON MOTION DULY MADE AND SECONDED,
This Commission RESOLVES as it hereby RESOLVED, to upgrade the amount of transportation and meal allowance of PWRDs from two hundred fifty pesos (P250.00) per day to five hundred pesos (Php 500.00) per day.
RESOLVED FINALLY, that a copy of this Resolution shall be furnished to SSS and GSIS for guidance and compliance
