REQUIRED TECHNICAL COMPETENCIES: 

BENEFICIARY PATIENT-CENTERED CARE (Advanced)

            Ability to understand the needs of the beneficiary patient; provides personalized care that is responsive to his/her preferences and beliefs and reflects an understanding of his/her environment, including home life, social background, job, family relationships, culture, and other factors.

  1. Understands and measures quality of care in terms of structure, or the inputs into the system; process, or the interactions between ECC field health officers and beneficiary patients; and outcomes, or evidence about changes in beneficiary patient’s health status in relation to patient and community needs
  2. Plans, develops, and recommends interventions to change the process of care with the objective of improving care quality

GOVERNMENT AND DEPARTMENTAL POLICIES AND PROCEDURES (Advanced)

            Ability to understand and apply knowledge of government and departmental statutes, regulations, policies, and procedures.

  1. Maintains comprehensive working knowledge of related statutes, regulations, policies and procedures affecting ECC
  2. Ensures work conforms to statutes, regulations, policies, and procedures and is completed within established timeframes

RESEARCH AND ANALYSIS (Advanced)

Ability to demonstrate knowledge and application of terminology, tools, tactics, principles and practices for the successful implementation of a plan.

  1. Possesses detailed knowledge and clear understanding of the range of ideas and information through logically structured descriptions and narratives that relate to the research area concerned
  2. Ensures that research plans, techniques and strategies to be employed are all based on sound analysis of information
  3. Conducts preliminary assessment of results to ascertain validity and accuracy of information

RISK MANAGEMENT (Advanced)

            Ability to plan, develop, and implement measures that will avoid, overcome or compensate for elements of risk.

  1. Aligns efforts considering individual, department/division/section, and organizational strategies
  2. Communicates the impact of identified risks and recommends corrective action
  3. Conducts periodic review of compliance with risk objectives
  4. Establishes controls to help mitigate negative outcomes through prevention or detection and correction
  5. Maintains consistent data

TECHNICAL CONSULTING (Advanced)

            Ability to provide expertise, technical guidance and training to ensure projects and operations are carried out effectively.

TECHNICAL WRITING (Advanced)

Ability to write useful, relevant and accurate information on a particular occupational field where body of knowledge, complex ideas, concepts, processes or procedures need to be communicated. Geared to a specifically target audience in order to enable a set of actions on the part of the audience in pursuit of a defined goal.

  1. Uses graphics, quantitative and qualitative interpretation of data to aid decision makers in analyzing root causes of problems and coming up with alternatives in the process of decision making
  2. Reviews written technical report to ensure accuracy and relevance of information or data prior to publication or release to target audience

Experience: 2 years of experience in field or community work; has a background in occupational safety and health; experience in organizing groups; and experience in providing psychosocial/emotional support to clients

Other Requirements: Has excellent public relations/networking/facilitation skills with stakeholders; Has excellent oral and written communication skills; Can perform tasks with minimum supervision; Has initiative in implementing programs; Can recommend creative/innovative approaches to program implementation
Place of Assignment: ECC Regional Extension Unit – CAR (Baguio)

REQUIRED TECHNICAL COMPETENCIES: 

BENEFICIARY PATIENT-CENTERED CARE (Intermediate)

            Ability to understand the needs of the beneficiary patient; provides personalized care that is responsive to his/her preferences and beliefs and reflects an understanding of his/her environment, including home life, social background, job, family relationships, culture, and other factors.

  1. Coordinates visit to beneficiary patient and ensures that all logistical requirements and other preparations are made prior to visit
  2. Keeps track of beneficiary patient’s history including claims, adjudication, medical records, and other related documents

BUILDING RELATIONSHIP WITH STAKEHOLDERS (Intermediate)

Ability to build stakeholder relationships and leverage coalition in the implementation of plans, programs, policies, and activities geared toward the achievement of strategic intents of ECC.

  1. Makes a conscious effort to have informal or casual contacts with stakeholders, the Labor sector and related organization members, and other ECC-identified stakeholders; shows interest in their issues and activities that go beyond the workplace
  2. Recognizes potential conflict of interest and work to reach a solution that is beneficial to both parties, ensuring continuous development of relationship

MANAGING WORK (Intermediate)

Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.

OCCUPATIONAL SAFETY AND HEALTH (Intermediate)

Ability to apply knowledge in Occupational Safety and Health Standards under Article 162 of the Labor Code of the Philippines with the objective of protecting every worker against the dangers of work hazards, i.e., injury, sickness or death, through safe and healthful working condition.

  1. Conducts investigations of work-related injuries, illnesses, and property damage to determine potential causes
  2. Identifies regulated hazards and refers to appropriate work group for surveillance
  3. Recommends actions/solutions based on the results of investigation

RESPECTING AND CARING FOR PATIENTS (Intermediate)

Ability to establish a relationship of trust with patient by treating him/her with respect to his/her religious, cultural, or social background; respecting the right of patient to confidentiality and privacy.

REQUIRED TECHNICAL COMPETENCIES:

COMPUTER LITERACY (BASIC)

Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work. Communicates in a way that is accurate, timely and easy to understand regardless of medium

  1. Familiar with and can use standard computer operating system (OS) functions such as locating and retrieving files, creating and organizing folders/directories, and renaming or deleting files
  2. Creates documents using default templates and formats built-in to the software application
  3. Navigates within a web site and/or uses search engine (e.g. Google, Google maps) to find information

MANAGING WORK (BASIC)

Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.

  1. Plans to have materials ready “just in time” to complete the job
  2. Maintains a log of work, production, or maintenance
  3. Ensures that required equipment and supplies are in appropriate locations so that work can be done effectively

PROVIDING SUPPORT AND SERVICES (BASIC)

Ability to provide support and services in order to meet the administrative/ clerical requirements of the office.

  1. Ensures that services are delivered in a manner that suits the needs of the team in accordance to the work standards set by ECC
  2. Asks questions in order to clarify the needs and requirements associated with team or section’s deliverables

RECORDS MANAGEMENT (BASIC)

Ability to establish a system of procedures in recording and safekeeping of documented information for ease of storage and retrieval.

  1. Acquires sound knowledge of records management theories and practices including current standards and recognized best practices
  2. Uses simple methods to design, set up, and maintain the records systems, retention and disposal schedules, indexing and classifying records
