REQUIRED TECHNICAL COMPETENCIES:
LEGAL PROFICIENCY (Expert)
           Ability to plan courses of action in handling cases, identification and gathering of evidence in connection with litigation, prosecution, and adjudication of cases. Possesses the knowledge and ability in legal research in the translation of complex ideas into appropriate pleadings or documents and/or legal forms.
- Assesses facts and evidence in choosing the best legal action in the resolution of issues
- Reviews past cases and recommends to ECC Leadership amendments and/or reforms in policies and procedures in conducting investigation, hearing administrative and handling criminal, cadastral, and civil cases
- Integrates professional legal knowledge, skills and ethics in drawing sound judgmentÂ
GOVERNMENT AND DEPARTMENTAL POLICIES AND PROCEDURES (Expert)
           Ability to understand and apply knowledge of government and departmental statutes, regulations, policies, and procedures.
- Provides advice and guidance concerning statutes, regulations, policies and procedures
- Ensures compliance of ECC to other government and departmental policies and procedures

REQUIRED TECHNICAL COMPETENCIES:Â
LEGAL PROFICIENCY (Intermediate)
           Ability to plan courses of action in handling cases, identification and gathering of evidence in connection with litigation, prosecution, and adjudication of cases. Possesses the knowledge and ability in legal research in the translation of complex ideas into appropriate pleadings or documents and/or legal forms.
- Undertakes basic legal research (applicable jurisprudence, relevant laws such as Revised Administrative Code, CSC Rules, Code of Conduct and Ethical Standards for Government Employees [RA 6713], and Anti-Graft and Corrupt Practices Act [RA 3019])
- Uses applicable law/s, doctrines and concepts in drafting appropriate pleadings and other legal documents

REQUIRED TECHNICAL COMPETENCIES:
PROCUREMENT, PLANNING AND MANAGEMENT (Advance)
           Ability to manage the process of acquiring goods and services necessary for the performance of the Commission’s mandate and goals complying with the requirements of RA 9184.
- Prepares the Annual Procurement Plan (APP) of ECC based on the Project Procurement Management Plans (PPMPs) or the projected requirements and inputs of different departments
- Counterchecks if data and documents are in compliance with the procurement processes and forms
- Reviews requests for procurement of supplies/equipment/services and recommends approval of these requests
- Recommends enhancements and/or changes in policies, procedures, and processes that support transparency and equal opportunity in the procurement process
EQUIPMENT, MATERIALS AND SUPPLIES MANAGEMENT (Advance)
           Ability to advise, review and coordinate the acquisition, loan, transfer and disposal of accountable property items per RA 9184 regulations and ECC property policies and procedures, and the ECC acquisition and property management processes.
- Completes or reviews property documents (i.e., requests for property passes, donations, trade-ins, transfers, surplus, etc.) for accountable user information, property identification information and accounting data before submission to the Procurement team
- Advises ECC staff on RA 9184 and ECC property policies and procedures in relation to the acquisition of accountable itemsÂ
COMPUTER LITERACY (Advance)
      Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.
- Uses and creates databases and performs basic database operations such as editing records, creating new database, setting field attributes, using pivot table, etc.
- Shows proficiency in using highly specialized and job-specific software
- Displays knowledge and understanding of the different stages of software development life cycle

COMPUTER LITERACY (Intermediate)
           Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work
- Creates and uses new templates, forms, and style sheets to make documents
- Design slide presentations with enhanced features using essential MS Office functions such as adding text, images and charts, creating animations and effect transitions
- Writes e-mail messages in accordance with established business standards (e.g. grammar, word usage, spelling, sentence structure, clarity)
- Navigates within a web site and/or uses search engine (e.g. Google, Google Maps) to find information
MANAGING WORK (Intermediate)
           Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.
