Experience: 4 years of experience involving management and supervision, labor laws, adjudication, and small claims cases

Others: Willing to travel and conduct information campaign on Employees’ Compensation Program
Place of Assignment: ECC Head Office Makati 

REQUIRED TECHNICAL COMPETENCIES:
LEGAL PROFICIENCY: Ability to plan courses of action in handling cases, identification and gathering of evidence in connection with litigation, prosecution, and adjudication of cases.  Possesses the knowledge and ability in legal research in the translation of complex ideas into appropriate pleadings or documents and/or legal forms.
GOVERNMENT AND DEPARTMENTAL POLICIES AND PROCEDURES: Ability to understand and apply knowledge of government and departmental statutes, regulations, policies, and procedures.
RISK MANAGEMENT: Ability to plan, develop, and implement measures that will avoid, overcome or compensate for elements of risk.

REQUIRED TECHNICAL COMPETENCIES:
RESEARCH AND ANALYSIS: Ability to demonstrate knowledge and application of terminology, tools, tactics, principles and practices for the successful implementation of a plan.
PROJECT/PROGRAM PLANNING AND MANAGEMENT: Ability to plan, implement, monitor and evaluate projects/programs in order to achieve the set objectives within budget, time and quality limits. Ability to manage human, financial, information technology and material resources.
BUILDING RELATIONSHIP WITH STAKEHOLDERS: Ability to build stakeholder relationships and leverage coalition in the implementation of plans, programs, policies, and activities geared toward the achievement of strategic intents of ECC.
PROVIDING SUPPORT AND SERVICES: Ability to provide support and services in order to meet the administrative/ clerical requirements of the office.
TECHNICAL CONSULTING: Ability to provide expertise, technical guidance and training to ensure projects and operations were carried out effectively.

REQUIRED TECHNICAL COMPETENCIES:
PROCUREMENT, PLANNING AND MANAGEMENT: Ability to manage the process of acquiring goods and services necessary for the performance of the Commission’s mandate and goals complying with the requirements of RA 9184.
EQUIPMENT, MATERIALS AND SUPPLIES MANAGEMENT: Ability to advise, review and coordinate the acquisition, loan, transfer and disposal of accountable property items per RA 9184 regulations and ECC property policies and procedures, and the ECC acquisition and property management processes.
COMPUTER LITERACY: Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

MANAGING WORK: Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.

 

1 – INFORMATION OFFICER II (Regional Extension Unit III)

Education: Bachelor’s Degree in Mass Communication, Journalism, English or other related courses
Training: 8 Hours of Relevant Training
Experience: 2 years of experience in conducting seminars, news writing and public relations
Eligibility: CS Professional or 2nd Level Eligibility
Place of Assignment: ECC Regional Extension Unit – Region III (Pampanga)

REQUIRED TECHNICAL COMPETENCIES:
MEDIA AND PUBLIC RELATIONS: Ability to promote ECC to various public and media outlets through various means of communication.
JOURNALISTIC WRITING: Ability to effectively gather news, conduct interactive interviews, write news/stories, and disseminate important news, information and updates to enhance the public image of ECC.
PRESENTING AND SPEAKING SKILLS: Ability to deliver presentation/speaking engagement to varied audiences in public or within the organization by effectively communicating topic contents, concepts, knowledge, and information through verbal communication.
MESSAGE DEVELOPMENT AND DELIVERY: Ability to strategically develop messages for various audiences and effectively deliver them by evaluating the most appropriate media channel/s for the particular needs of its target audience.
BUSINESS WRITING: Ability to create/compose written communication in clear, concise, and coherent manner. This includes memorandum, minutes of the meeting, correspondences/ business letters, proposals, policies, guidelines or procedures, briefing materials, manuals, and other similar documents.

 

1 – ADMINISTRATIVE OFFICER II (Regional Extension Unit IX)

Education: Bachelor’s Degree in Nursing; or Social Worker with Masteral Degree
Training: 8 Hours of Relevant Training
Experience:

  • 3 years of experience in field or community work
  • Has a background in occupational safety and health
  • Experience in organizing groups
  • Experience in providing psychosocial/emotional support to clients

Additional Requirements:

  • Has excellent public relations/networking/facilitation skills with stakeholders
  • Has excellent oral and written communication skills
  • Can perform tasks with minimum supervision
  • Has initiative in implementing programs
  • Can recommend creative/innovative approaches to program implementation
