REQUIRED TECHNICAL COMPETENCIES:
ACCOUNTING PROFICIENCY (EXPERT)

Ability to demonstrate a proficient level of professional skill and/or knowledge in accounting and keep current with general (government) accounting trends, practices, taxation laws, rules and regulations.

  1. Institutionalizes processes/systems to ensure integrity of data relative to accounting practices in ECC and prevailing regulations in the field/profession
  2. Keeps abreast of accounting practices, changes in general presentation, taxation, COA regulations, procedures, processes, and general laws
  3. Influences compliance with accounting rules and regulations to ensure fair presentation of the financial statement
  4. Institutionalizes financial accounting systems and processes in response to emerging developments

FINANCIAL BUDGET AND PROGRAM ANALYSIS (EXPERT)

Ability to collect appropriate financial data in order to assess/monitor accuracy and integrity of financial transactions.

  1. Develops capability of managers, supervisors, and employees to perform management control responsibilities
  2. Institutionalizes financial accounting systems and processes in response to emerging developments
  3. Strategizes to emphasize an understanding of the relationship between operational activity and financial results

FINANCIAL MANAGEMENT (EXPERT)

Ability to plan, review and prepare financial allocation to operationalize activities of the Commission and its regional offices.

  1. Monitors expenditures and resources to ensure spending is within allotment and makes appropriate modifications
  2. Prepares annual budget and considers how best to attain desired goals given available resources
  3. Proposes programs and measures to enhance capability and efficiencies in budget allocation and expenditures reporting
  4. Examines thoroughly the budget proposals, request for funding and other related matters to determine its appropriateness
  5. Provides historical patterns of expenditures that will be used for strategic planning of the ECC Board or other relevant parties

COMPUTER LITERACY (EXPERT)

Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

  1. Demonstrates a basic understanding of software specifications and/or design techniques and, with this knowledge, can create a simple project or web pages
  2. Undertakes routine analysis and works with designers and analysts to clarify and improve specifications or to identify alternative programming solutions

 

1 – SOCIAL WELFARE OFFICER II

REQUIRED TECHNICAL COMPETENCIES:

BENEFICIARY PATIENT – CENTERED CARE (INTERMEDIATE)

Ability to understand the needs of the beneficiary patient; provides personalized care that is responsive to his/her preferences and beliefs and reflects an understanding of his/her environment, including home life, social background, job, family relationships, culture, and other factors.

  1. Coordinates visit to beneficiary patient and ensures that all logistical requirements and other preparations are made prior to visit
  2. Keeps track of beneficiary patient’s history including claims, adjudication, medical records, and other related documents

BUILDING RELATIONSHIP WITH STAKEHOLDERS (INTERMEDIATE)

Ability to build stakeholder relationships and leverage coalition in the implementation of plans, programs, policies, and activities geared toward the achievement of strategic intents of ECC

  1. Makes a conscious effort to have informal or casual contacts with stakeholders, the Labor sector and related organization members, and other ECC-identified stakeholders; shows interest in their issues and activities that go beyond the workplace
  2. Recognizes potential conflict of interest and work to reach a solution that is beneficial to both parties, ensuring continuous development of relationship 

OCCUPATIONAL SAFETY AND HEALTH (INTERMEDIATE)

Ability to apply knowledge in Occupational Safety and Health Standards under Article 162 of the Labor Code of the Philippines with the objective of protecting every worker against the dangers of work hazards, i.e., injury, sickness or death, through safe and healthful working condition.

  1. Conducts investigations of work-related injuries, illnesses, and property damage to determine potential causes
  2. Identifies regulated hazards and refers to appropriate work group for surveillance
  3. Recommends actions/solutions based on the results of investigation

PROJECT/PROGRAM PLANNING MANAGEMENT (INTERMEDIATE)

Ability to plan, implement, monitor and evaluate projects/programs in order to achieve the set objectives within budget, time and quality limits. Ability to manage human, financial, information technology and material resources.

  1. Conceptualizes new program/project proposals relevant to the Commission’s thrusts and mandate
  2. Develops program/project activity plans that are comprehensive and complete
  3. Evaluates new proposals, feasibility studies and/or revisions of a project/program plan prior to recommendation

RESPECTING AND CARING FOR PATIENTS (INTERMEDIATE)

Ability to establish a relationship of trust with patient by treating him/her with respect to his/her religious, cultural, or social background; respecting the right of patient to confidentiality and privacy.

  1. Provides and coordinates patient care and ensures to give him/her information they need in a way he/she can understand
  2. Treats patient attentively and conscientiously

Place of Assignment: ECC Head Office – Makati 

REQUIRED TECHNICAL COMPETENCIES:

COMPUTER LITERACY (INTERMEDIATE)

Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

  1. Creates and uses new templates, forms, and style sheets to make documents
  2. Designs slide presentations with enhanced features using essential MS Office functions such as adding text, images and charts, creating animations and effect transitions
  3. Writes e-mail messages in accordance with established business standards (e.g. grammar, word usage, spelling, sentence structure, clarity)
  4. Navigates within a web site and/or uses search engine (e.g. Google, Google maps) to find information

MANAGING WORK (INTERMEDIATE)

Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.

  1. Creates Keeps files organized
  2. Effectively allocates own time to complete work
  3. Coordinates own with others’ schedules to avoid conflict

PROVIDING SUPPORT AND SERVICES (INTERMEDIATE)

Ability to provide support and services in order to meet the administrative/ clerical requirements of the office.

  1. Recognizes opportunities to offer suggestions or alternatives to team members and explains the implications, benefits and disadvantages.
  2. Diplomatically negotiates deadlines, in light of needs, available options and resources

RECORDS MANAGEMENT (INTERMEDIATE)

Ability to establish a system of procedures in recording and safekeeping of documented information for ease of storage and retrieval.

  1. Adapts records management standards, including government policies on period of retention and best practices, effectively in the institutional context
  2. Applies range of records management tools and techniques
