REQUIRED TECHNICAL COMPETENCIES:

BUDGETING (Expert)

Ability to plan, review and prepare financial allocation to operationalize activities of the Commission and its various offices.

  1. Monitors expenditures and resources to ensure spending is within allotments, and makes appropriate modifications
  2. Proposes programs and measures to enhance capability and efficiencies in budget allocation and expenditures reporting
  3. Examines thoroughly budget proposals, requests for funding, and other related matters to determine their appropriateness and approves/disapproves them
  4. Provides historical patterns of expenditures that will be used for strategic planning of the Commission

 

FINANCIAL MANAGEMENT (Expert)

Ability to plan, review and prepare financial allocation to operationalize activities of the Commission and its regional offices.

  1. Monitors expenditures and resources to ensure spending is within allotment and makes appropriate modifications
  2. Prepares annual budget and considers how best to attain desired goals given available resources
  3. Proposes programs and measures to enhance capability and efficiencies in budget allocation and expenditures reporting
  4. Examines thoroughly the budget proposals, request for funding and other related matters to determine its appropriateness
  5. Provides historical patterns of expenditures that will be used for strategic planning of the ECC Board or other relevant parties

 

GOVERNMENT AND DEPARTMENTAL POLICIES AND PROCEDURES (Expert)

Ability to understand and apply knowledge of government and departmental statutes, regulations, policies, and procedures.

  1. Provides advice and guidance concerning statutes, regulations, policies and procedures
  2. Ensures compliance of ECC to other government and departmental policies and procedures

 

INFORMATION SYSTEMS DESIGN AND MANAGEMENT (Expert)

Ability to plan, develop (or select) and implement a diverse array of computer programs/applications used to manage all kinds of information and effectively integrate processes within the Commission.

  1. Supports staff during presentation of project proposals and launching/implementation of new projects to end-user/internal stakeholders of information systems/applications
  2. Continuously updates ECC Leadership and employees on the latest innovation and advancements in computing, information systems, and software/hardware technologies
  3. Monitors and evaluates existing policies and procedures on information systems design and development to identify areas of improvement and recommends to ECC Leadership relevant plans and actions to ensure its proper implementation

 

PROJECT/PROGRAM PLANNING AND MANAGEMENT (Expert)

Ability to plan, implement, monitor and evaluate projects/programs in order to achieve the set objectives within budget, time and quality limits. Ability to manage human, financial, information technology and material resources.

  1. Adapts quickly to changing situations and modifies project plans when necessary
  2. Can readily and accurately identify staff capabilities/availability in allocating resources for proposed assignment
  3. Tracks critical steps in projects to ensure completion within timeframe
  4. Identifies the skills of team members and analyzes the gaps in skills required to complete the tasks
  5. Identifies assumptions, risks, project milestones, and determines preliminary resources

REQUIRED TECHNICAL COMPETENCIES:

BENEFICIARY PATIENT-CENTERED CARE (Intermediate)

            Ability to understand the needs of the beneficiary patient; provides personalized care that is responsive to his/her preferences and beliefs and reflects an understanding of his/her environment, including home life, social background, job, family relationships, culture, and other factors.

  1. a) Coordinates visit to beneficiary patient and ensures that all logistical requirements and other preparations are made prior to visit
  2. b) Keeps track of beneficiary patient’s history including claims, adjudication, medical records, and other related documents

 

BUILDING RELATIONSHIP WITH STAKEHOLDERS (Intermediate)

Ability to build stakeholder relationships and leverage coalition in the implementation of plans, programs, policies, and activities geared toward the achievement of strategic intents of ECC.

  1. a) Makes a conscious effort to have informal or casual contacts with stakeholders, the Labor sector and related organization members, and other ECC-identified stakeholders; shows interest in their issues and activities that go beyond the workplace

OCCUPATIONAL SAFETY AND HEALTH (Intermediate)

Ability to apply knowledge in Occupational Safety and Health Standards under Article 162 of the Labor Code of the Philippines with the objective of protecting every worker against the dangers of work hazards, i.e., injury, sickness or death, through safe and healthful working condition.

  1. a) Conducts investigations of work-related injuries, illnesses, and property damage to determine potential causes
  2. b) Identifies regulated hazards and refers to appropriate work group for surveillance
  3. c) Recommends actions/solutions based on the results of investigation

 

RESPECTING AND CARING FOR PATIENTS (Intermediate)

            Ability to demonstrate understanding of computers and use of software applications utilized by the Commission to increase productivity and effective flow of work.

  1. Creates and uses new templates, forms, and style sheets to make documents
  2. Designs slide presentations with enhanced features using essential MS Office functions such as adding text, images and charts, creating animations and effect transitions
  3. Writes e-mail messages in accordance with established business standards (e.g. grammar, word usage, spelling, sentence structure, clarity)
  4. Navigates within a web site and/or uses search engine (e.g. Google, Google maps) to find information

 

EQUIPMENT, MATERIALS AND SUPPLIES MANAGEMENT (Intermediate)

            Ability to advise, review and coordinate the acquisition, loan, transfer and disposal of accountable property items per RA 9184 regulations and ECC property policies and procedures, and the ECC acquisition and property management processes.

  1. Reviews orders to verify proper code and classification of property (e.g., accountable and non-accountable) and following appropriate ECC procedures
  2. Coordinates with Procurement team for the acquisition, shipment, maintenance, transfer and retirement of surplus ECC equipment

 

PROCUREMENT, PLANNING AND MANAGEMENT (Intermediate)

Ability to manage the process of acquiring goods and services necessary for the performance of the Commission’s mandate and goals complying with the requirements of RA 9184.

  1. Forecasts the department’s/division’s requirements for supplies, equipment and services
  2. Evaluates, tabulates, computes, ranks and generates data on various aspects of the procurement process
