EXTENDING THE PAYMENT DEADLINE FOR REMITTANCE OF EC CONTRIBUTIONS BY EMPLOYERS IN VIEW OF THE DECLARATION OF ASTATE OF PUBLIC HEALTH EMERGENCY AND STATE OF CALAMITYTHROUGHOUT THE PHILIPPINES DUE TO THE CORONA VIRUS DISEASE 2019 (COVID-19)
WHEREAS, on 08 March 2020, the Office of the President through Proclamation No. 922 series of 2020, declared a State of Public Health Emergency due to COVID-19 and a Code Red Sub-Level-2 of the COVID Alert System for COVlD-19;
WHEREAS, on 16 March 2020, the Office of the President issued Proclamation No. 929, series of 2020, declaring a State of Calamity throughout the Philippines due to the Corona Virus Disease 2019 (COVID-19) for a period of six (6) months unless earlier lifted;
WHEREAS, in view of the above proclamations and to facilitate administrative compliance to payment of premium contributions to SSS and GSIS, both government agencies extended the payment deadline for remittance of contributions by employers;
WHEREAS, the ECC deems that in view of the above proclamations and in consideration of the circumstances because of the declaration of a State of Calamity throughout the Philippines, the deadline for payment of EC contributions from employers may also be extended;
WHEREAS, the collection of EC contributions from employers is vested upon the Social Security System for private sector employees and the GSIS for government employees;
WHEREAS, there is a need to reconcile the payment schedule for remittance of EC contribution to the payment schedule for remittance of SSS and GSIS contributions by employers ;
NOW THEREFORE, ON MOTION DULY MADE AND SECONDED,
The Commission RESOLVES AS IT HEREBY RESOLVED that the payment deadline for remittance of EC contributions by employers shall follow the same deadline that SSS and GSIS implements for the payment of the contribution for their program, for the duration of the state of calamity throughout the Philippines due to the Corona Virus Disease 2019 (COVID-19).
RESOLVED FINALLY, that this Resolution shall take effect immediately and a copy of this Resolution shall be transmitted to the Systems for guidance.
