Training : 4 hours of relevant training
Experience : 3 years of experience in field  / community work; Has a background in occupational safety and health; Experience in organizing groups; Experience in providing psychosocial /emotional support to clients
Eligibility : RA 1080
Place of Assignment : ECC Regional Extension Unit 9, Zamboanga City
Additional Requirements : Has excellent public relations/networking/facilitation skills with stakeholders; Has excellent oral and written communication skills; Can perform tasks with minimum supervision; Has initiative in implementing programs; Can recommend creative / innovative approaches to program implementation

REQUIRED TECHNICAL COMPETENCIES

JOURNALISTIC WRITING (EXPERT)

Ability to effectively gather news, conduct interactive interviews, write news/stories, and disseminate important news, information and updates to enhance the public image of ECC.

  1. Selects written articles (e.g. news, updates, web contents) from various sources/contributors, decides what articles/news stories to publish, and schedules its release/publication to ensure that complete and relevant information about he Commission reach its target audience/readers at the appropriate time.
  2. Uses information on audience behavior in evaluating and selecting news/stories that will attract and immediately capture their interest to read ECC news and updates.
  3. Establishes, maintains, and evaluates editorial guidelines for all ECC publications and write-ups to ensure consistency in style and substance.

MEDIA AND PUBLIC RELATIONS (ADVANCE)

Ability to promote ECC to various public and media outlets through various means of communications.=

  1. Prepares and requests budget approval for PR and media relations programs/activities to pursue media mileage
  2. Assists in managing the public relations team and advises them on matters pertaining to ECC communication programs to ensure consistency in message and proper execution.

BUILDING RELATIONSHIPS WITH STAKEHOLDERS (EXPERT)

Ability to build stakeholder relationships and leverage coalition in the implementation of plans, programs, policies, and activities geared toward the achievement of strategic intents of ECC.

  1. Develops formal and informal relationships with a wide circle of people, beyond those involved in current activities, including potential stakeholders, the labor sector and related organizations, other ECC identified stakeholders and information links.
  2. Nurtures existing and potential relationships to help achieve the Commission’s strategic plans
  3. Works to communicate ECC organizational vision and to understand strategic priorities of other parties, in order to promote recognition of long term mutual benefits within the relationship.

MANAGING WORK (EXPERT)

Ability to effectively manage one’s time and resources to ensure that work is completed efficiently.

  1. Uses time effectively and prevent irrelevant issues or distractions from interfering with work completion.
  2. Anticipates volume of work based on the average period of demand.
  3. Ensures that inventory of equipment and supplies are always adequate to avoid work interruption particularly during an upsurge of customers demand.
